Special Council Meeting
December 29, 2007
The Village of Evendale held a Special Council Meeting at 10:00 Am on December 29, 2007. The meeting was called to order by Mayor Don Apking. Upon roll call, the following members were present: Mr. Stiney Vonderhaar, Mrs. Carolyn Smiley-Robertson, and Mr. Jeff Albrinck, Mr. John H. Ranz, and Jr., Mr. Doug Lohmeier. Mr. Bill Puthoff, Jr., was absent and excused. Also present was the Village Solicitor, Tim Burke; Assistant to the Mayor, Jack Cameron; Chief Fiscal Officer, George Snyder and the Village Clerk, Michelle Ficke was absent and excused.
Mayor Apking presented Ordinance #07-76, ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH HUMANA TO PROVIDE MEDICAL INSURANCE AND OTHER BENEFITS FOR VILLAGE EMPLOYEES AND DECLARING AN EMERGENCY. Mr. Snyder explained that this is a health reimbursement account (HRA) and whatever deductible is not spent will come back to the Village. Mr. Albrinck asked why the committee’s recommendation of an HSA was not implemented. Mr. Snyder said that it was because of the education of the employees and not enough time to get it done. He also said that we would probably look at a health savings account (HSA) next year. Mr. Albrinck said that in March and April his committee needs to start looking at the HSA options and educate the employees on where we are moving to which is the HSA which will ultimately benefit the
employee because they bank what they do not use.
Mr. Ranz said it is the broker’s responsibility to prepare us as we move into the second half of the year. We need to start earlier in the year and compare apples to apples. Mr. Ranz raised the question whether or not we are picking up the deductible ($1500 single and $3000 family) in network. If we go out of network it is capped at $1500 and $3000. Mr. Snyder said that is correct and if they are out of network they are on their own. He also asked if there was any negative feedback from the employees on the switch and all the employees’ doctors on the Humana plan. Employees were given a website to go to in order to check this out. No one has come back to say that their doctors are not on the network.
Mr. Lohmeier said that it does not matter whether employees’ doctors are in or out of network. We are here to do what is best business for the Village. Mr. Ranz said he agreed in theory, however, it was not right to walk in the last week of December and tell them they may have to switch doctors. He stated that in actuality, we have done a very poor job for our employees. Mr. Albrinck said that the Village will pay less in 2008 than we paid in 2007 for health insurance. Mr. Lohmeier pointed out that we cannot shop for health insurance until 2010 for the year 2011 after this contract is up.
Mr. Ranz said the Village will pay $13,100 for one family in 2008. Mr. Snyder said it was more than that last year. Each employee receives a list with their salary and all of the Village’s out of pocket benefits so they know exactly how much the Village pays to have them here.
A motion to read Ordinance #07-76 by title only was made by Mr. Vonderhaar seconded by Mr. Albrinck and unanimously approved on roll call. A motion to suspend the second and third readings of the ordinance was made by Mrs. Smiley-Robertson seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt Ordinance #07-76 as an emergency measure was made by Mr. Vonderhaar seconded by Mr. Ranz and unanimously approved on roll call. Mayor Apking declared Ordinance #07-76 adopted as an emergency.
Mayor Apking presented Ordinance #07-77, ORDINANCE APPROVING ADDITIONAL APPROPRIATIONS IN VARIOUS FUNDS, TRANSFERRING FUNDS AND DECLARING AN EMERGENCY. A motion to read Ordinance #07-77 by title only was made by Mr. Ranz seconded by Mr. Albrinck and unanimously approved on roll call. A motion to suspend the second and third readings of the ordinance was made by Mr. Vonderhaar seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt Ordinance #07-77 as an emergency measure was made by Mr. Lohmeier seconded by Mrs. Smiley-Robertson and unanimously approved on roll call. Mayor Apking declared Ordinance #07-77 adopted as an emergency.
Other items: Mayor Apking said that we met with the Economics Center for education and research from University of Cincinnati in December and asked them to fine tune some things that needed clarification on “The Impacts of the Proposed Erickson Retirement Community on the Village of Evendale” which is in front of you. Take a good look at this report. The big income to the Village would be estate tax, however, legislation could change in Ohio in the future that would do away with the estate tax. We will discuss it at the beginning of the January 10th 2008 council meeting. Jack Cameron suggested that the UC folks come to the January 10th council meeting to answer questions that Council may have after reading the report. Council can get questions to Jack to forward to the UC folks for the January
10th meeting.
Mayor Apking said there are eight applicants for the Village Clerk position. He suggested that the hiring committee begin interviewing at 9:00 am on Saturday, January 5, 2008. Mr. Lohmeier asked for copies of the resume of all applicants. Mr. Vonderhaar spoke to Mr. Tim Burke about the ICRC regulations.
Mr. Burke explained about the doctors termination of the shopping center contract. The Village also terminated. It may be possible according to the shopping center owners and the doctors to resurrect this contract after the first of the year if the Village is in favor of this.
There being no further business to come before council, Mayor Apking asked for a motion to adjourn. A motion to adjourn was made by Mr. Lohmeier seconded by Mr. Albrinck and unanimously approved. Council adjourned at 11:00 am.
